Buying a foreign cell phone...?

What do I need to know...?
Like.. I want to buy this hello kitty cell phone, off of ebay or something, but the phones come from Hong Kong. I know absolutely nothing about cell phones... so...
What does it mean for the phone to be "unlocked"?
And if I bought the phone... how would I get a plan on it? Would it work here in the US?

An "unlocked" phone means that you can use it with any cellphone service provider. This is what you need to buy. A "locked" phone means it will work with only one company. Unlocking a locked phone can be a real headache, especially if you're not the original owner.

Like almost all non-North American cellphones, Hong Kong phones use "SIM cards" — fingernail-size computer chips with your phone info (number, contacts, etc.) — that you can easily swap from phone to phone. To use a SIM-card phone in the U.S., you would have to sign up with a company that uses SIM cards. The only U.S. phone companies I know that do so are AT&T and T-Mobile. These are major companies, though, so that's not a problem. I've used T-Mobile for years and am happy with it.

To get a plan with your phone, I suggest you go to a T-Mobile or AT&T store and sign up. Simple as that. You'll have to buy the SIM card, but that's no biggie.
